Lake Ozette Sockeye Recovery

Situation
The Lake Ozette Steering Committee had been meeting since 1981 to share information and coordinate projects related to managing the natural resources of the Lake Ozette watershed. In 2005, this diverse group of representatives of private, state, tribal, county, and federal partners was charged with a huge task. The National Marine Fisheries Service (NMFS) was asked by the Federal Government to develop and approve a recovery plan for endangered Lake Ozette sockeye salmon, and the Steering Committee was instrumental in assisting in this effort. The National Marine Fisheries Service, working with the Steering Committee, sought consulting assistance to facilitate agreement on tough decisions.

Process
Triangle Associates was selected to provide public meeting planning, facilitation, and mediation of the Lake Ozette Steering Committee in June 2006. Triangle's provision of agendas, materials, and meeting notes from a neutral perspective assisted the Committee in resolving differences around selecting a consultant, determining scientific studies needed, and discussing the factors limiting recovery of Lake Ozette sockeye. Triangle Associates also facilitated the public meetings for NEPA purposes.

Results
Triangle has continued to facilitate the Lake Ozette Steering Committee. To date, the Steering Committee has reached agreement on a biologically sound recovery plan to guide sockeye recovery efforts along with a comprehensive inventory of recovery actions compiled in a master implementation schedule. The group has established a Public Outreach Subcommittee facilitated by Triangle that has been very active in exploring signage and other opportunities to inform the public, both residents and visitors, about the recovery of Lake Ozette sockeye.
