GSA Contract Holder

Triangle Associates holds US General Services Agreement (GSA) Contract GS-10F-0223S. This contract is a streamlined procurement vehicle for federal agencies and other federal organizations to obtain environmental facilitation services from vendors that have been pre-qualified by GSA. Mandated contracting requirements, including competition, pricing, small business rules, etc. have already been completed.

Services available through Schedule 874-2

These services include, but are not limited to: facilitation and related decision support services for agencies engaged in collaboration efforts, working groups, or teams.  Services covered by this SIN are:

  • Defining, refining, and resolving disputes, disagreements, and divergent views (excluding EEO disputes)
  • Leading or facilitating group briefings and discussions, enabling focused decision-making
  • Recording discussion content and related facilitation support services
  • Debriefing stakeholders
  • Preparing and providing draft and final reports relating to the facilitated issues

Authorized Users of Schedule 874-2

The following agencies and activities may use contracts established under GSA Federal Supply Schedule 874-2:

  • All federal agencies and activities in the executive, legislative, and judicial branches.
  • Government contractors authorized in writing by a federal agency pursuant to 48 CFR 51.1.
  • Mixed ownership government corporations (as defined in the Government Corporation Control Act).
  • The District of Columbia government.
  • Other activities and organizations authorized by statute or regulation to use GSA as a supply source.

Ordering Procedures

Under the $2,500 Micro-purchase Threshold:

  • Prepare a Statement of Work (SOW). The Contract Officer (CO) may order from any schedule contractor of their choice.
 

Over the $2,500 Micro-purchase Threshold, but under $5,000,000:

  • Program Staff should provide the CO with a SOW including a description of the work required, a schedule, and the location for delivery and inspection of the work.
  • The CO or Program Staff will issue a Request for Quotation (RFQ) containing the SOW to at least three contractors on the 874-2 schedule. The best mechanism for this process is E-buy on www.gsaadvantage.gov where all correspondence is electronic, thus speeding up the process significantly.
  • When a buyer, such as a program official, does not have authority to make an award, they can forward the RFQ, with the quotes received, to a person with authority (the Contract Officer) so the award can be made quickly using eBuy or the Agency system.
  • Program staff and the CO review the responses and rates received to determine the best value, looking beyond lowest price to, for example, delivery, training required, and past performance.
  • The CO issues a purchase order (or through eBuy) to the selectee using their GSA contract.

Orders over the Maximum Order Threshold ($5,000,000):

  • Follow the above procedure for orders over $2,500.
  • Send the SOW to more than three GSA FSS 874-2 contract holders.
  • Seek price reductions from contractors that represent “Best Value.”
  • Place your order with the contractor offering the “Best Value.”
