Port Hadlock Urban Growth Area (UGA)
Sewer Facility Plan

Situation
As part of the requirements for establishing an Urban Growth Area (UGA) in the Irondale/Port Hadlock area, Jefferson County is developing a Sewer Facility Plan to build a sewer system in the UGA. Previous efforts to develop a sewer system over the past two decades have left citizens with strong, sometimes conflicting opinions. Triangle’s role was to develop and implement a strategy to ensure broad, fair public participation and clear communication about the sewer planning process.

Process
Triangle developed a public involvement and communications strategy based on interviews with community leaders. Stakeholder workshops and community meetings have provided an opportunity for representatives of local agencies, businesses, and community organizations, and the general public to learn about alternatives for sewer system components, potential financing strategies, and the policy implications of different alternatives and to provide input at key decision points. Triangle developed a project website and prepared a variety of materials to keep the public informed about the project and about opportunities to get involved.

Results
Triangle currently provides strategic advice and assistance to the County to secure financial assistance for the sewer project. Triangle will assist the County with additional workshops and community meetings to discuss the Draft Sewer Facility Plan before a final version is submitted to the Washington State Department of Ecology and Department of Health for approval.
